Loudon City Council approves CDBG application, downtown rehabilitation grant and budget amendment

At its Nov. 25 meeting, Loudon City Council approved submitting a 2025 Community Development Block Grant application, awarded downtown rehabilitation and signage grants to Angel Oak Properties (d/b/a Monkey Town Brewing Company), authorized an Axon police equipment update and adopted a fiscal-year budget amendment on second reading.
Loudon City Council voted Nov. 25 to approve several measures including submission of a 2025 Community Development Block Grant application and a downtown commercial rehabilitation and signage grant to Angel Oak Properties, LLC, doing business as Monkey Town Brewing Company.
Mayor Harris introduced the resolutions and, after motions and seconds, the council approved the CDBG submission and the Courthouse Square revitalization grant by voice votes. On the Axon Police Equipment Program update, council approved an authorization to proceed following a motion and second.
The council took a recorded roll-call vote on an ordinance amending the 2024 and 2025 fiscal-year budgets. Clerk-led roll call recorded Council member Cardwell, Vice Mayor Dixon, Council member Newman and Mayor Harris each voting “Aye,” and Mayor Harris announced, “Motion carries.”
Council also approved the appointment of Abigail Allshouse to the Historic Zoning Commission to replace a departing member. Members noted Allshouse’s background in historic restorations during the appointment discussion.
Other items adopted by voice vote included routine procedural matters: adoption of the meeting agenda and approval of minutes for Oct. 28 and the Oct. 30 joint meeting.
The meeting closed after routine departmental updates and announcements.
Next steps: The budget amendment takes effect per the ordinance language; staff will proceed with the actions authorized by the approved resolutions, including submission of the CDBG application and executing grant conditions for the Courthouse Square program.
