District engineers find Westcott courts beyond reseal; sealed bid reconstruction planned

District facilities staff told the board that an ISG feasibility study concluded the pavement on the Westcott tennis courts has reached the end of its life and requires complete reconstruction, not a simple reseal.
Facilities staff said the study recommended an 8-court reconstruction with four additional "pickup" courts in the design and noted the project would exceed $100,000, triggering a sealed-bid procurement. "ISG is working on the specs right now, getting a few more estimates," a facilities presenter said, and staff expect to return in February with specifications and a request to go out for sealed bids.
The presenter described coordination with architects to meet United States Tennis Association hosting and color standards and said the timeline will consider spring sports seasons and Minnesota’s short construction season. Board members asked whether courts would be wider and whether pickleball or community partners would be involved; staff said the design remains "like for like" for facility-maintenance funding and any relocation or expansion would require a different funding source and separate approvals.
No final contracts or bids were approved at the meeting. Staff said they will present the ISG specifications and request approval to advertise the sealed bid at a future meeting, then return after bid openings with recommended contractors for board approval.
