Planning director: MBTA 3A zoning amendment pending state input; Dec. 31 local deadline noted

The Woburn City Planning Director updated the planning board on Sept. 24 about proposed MBTA 3A overlay zoning amendments, saying the city council’s ordinance committee remains deliberative and staff is seeking input from the Executive Office of Housing and Livable Communities on proposed language that would allow up to 25% affordable housing in future projects in the overlay.
The director said the council has the matter in committee and has scheduled its next hearing Oct. 1; planning staff is awaiting state guidance to confirm whether the proposed 25% affordable-housing allowance is feasible. He reminded the board that the city has until Dec. 31 of this year to take final action on the overlay.
Board members clarified that this staff update was informational (not a planning-board public hearing) and that public comment on the overlay should be addressed at the city-council hearings. The director said he would notify interested parties of the council schedule and that the public may speak when the council reopens the hearing.
