Proposed Woburn daycare: applicants show minor floodplain storage changes, commission seeks IPM plan

The Woburn Conservation Commission closed the public hearing on a proposed daycare, parking-lot improvements and play area at 335 Washington Street and 28 Cedar Street (DEP 348‑0876) after hearing flood‑storage cross sections and stormwater revisions from the applicant’s engineering team.
Ben Minox of Eagle Brook Engineering said the project team submitted an addendum (sheet C6) with floodplain storage calculations and cross sections every 50 feet along the building face. The team reported a net gain of approximately 124 cubic feet of flood storage across the disturbed area and a minor reduction in peak runoff and volume of runoff following submitted stormwater calculations. Minox also added plan notes addressing snow-storage and pesticide/O&M considerations.
Commissioners confirmed the applicant mailed materials to MassDEP (delivered Nov. 19) and discussed fencing within the local floodplain; Minox said the plans include a note requiring a minimum 3‑inch opening at the bottom of any fence to allow hydraulic flow to the drain system. Minox and applicants emphasized that the local flooding observed in photos is driven primarily by an off‑site drainage bottleneck, and that the larger solution is a regional/drainage system fix involving MassDOT and the city.
Commissioners raised safety and licensing questions for a daycare use. On pesticides and rodent control, the applicant said existing bait boxes are on-site and acknowledged that day‑care licensing requires a pest‑management plan by the Department of Early Education and Care; commissioners recommended the conservation order include an IPM condition for the site. Commissioners also asked whether the building has flooded; the applicant said he was not aware of building flood events and noted the foundation is elevated roughly 4–5 feet above grade at one corner.
Having received revised materials and responses to prior comments, the applicant requested closure; the commission voted to close the hearing. The applicant agreed to submit any licensing documents (including the IPM plan required for daycare licensing) to the commission when they are finalized.
