An attorney representing Everett Street Realty presented an application for an eight-unit mixed-use building with commercial space on grade and eight residential units above. The petitioner described efforts to squeeze additional on-site parking through minor setbacks, easements with neighboring properties and reconfigured drainage/infiltration systems; the plan currently identifies five on-site spaces for the residential units and proposes purchasing or buying into municipal parking to meet ordinance requirements.
Councilors and staff focused on parking: how many commercial and residential spaces would be guaranteed, whether municipal-lot purchases actually reserve a physical space for residents, and how the city should manage downtown parking more broadly. The civil-engineering and drainage strategy remains under review, and the petitioner said adjustments are being explored to add two to three more spaces and re-locate infiltration features outside the building footprint.
Given outstanding engineering memos and parking concerns, the council voted to send the petition back for action with the expectation that the applicant will return with clarified parking numbers, drainage plans and any necessary setback or special-permit changes at a July meeting.
