North Allegheny outlines five-goal strategic/comprehensive plan and a public balanced scorecard

Superintendent Dr. Hyland told the board Aug. 7 that the district used the state’s three-year comprehensive-plan cycle to create a combined strategic/comprehensive plan tailored to a newly constituted board and executive team.
The plan is organized around five principles—ambitious, measurable goals; transparent reporting; continuous improvement; and a user-friendly balanced scorecard—and includes goal leaders and key performance indicators (KPIs) tied to baseline data and multi-year targets. "We're going to put our numbers out there for the community so that they can see whether we are making progress or whether we're not making progress," Dr. Hyland said.
The administration emphasized measurable KPIs across academics, staff development, student engagement, facilities and safety. Goal 1 targets growth measures and academic assessments (PBOS growth scores and Keystone/AP metrics). Leaders noted the district issued just under 2,000 AP exams last school year with a 93.8% rate of scores 3–5 and set a target of 95% for the balanced scorecard's timeline.
Goal 2 focuses on continuous learning for all employee groups (bus drivers, custodians, teachers) and centralizing mandated-training records with a target of 100% completion. Goal 3 centers student voice through building and district teams and schoolwide positive-behavior interventions; Goal 4 sets facilities KPIs including increasing future-ready learning spaces and improving the preventive/corrective maintenance ratio (baseline preventive maintenance ~37% vs. target 70%); Goal 5 sets safety/wellness KPIs drawn from student, parent and staff survey baselines and targets (baseline +10% up to 90%).
The plan will be posted for a 30-day public review before a September vote to adopt the comprehensive/strategic plan and associated targets. Board members praised the transparency and measurable approach and asked staff to analyze correlations in the survey data (for example, whether students who report a lack of connection also report lower perceptions of respect or trusted adults). Administration said the team will produce action plans and share the scorecard and supporting data with the public via the district’s communications channels.
The board accepted the presentation and scheduled the document for public display; formal adoption is planned for the September meeting.
