The Scranton School Board voted Dec. 9 to approve a memorandum of understanding and partner agreements to pilot one full-day, four-year-old Head Start pre-kindergarten classroom at Charles Sumner Elementary starting in January. The MOU, effective Jan. 1 through June 30, 2025, was presented as part of the district—s recovery plan to restore early childhood services.
Superintendent Dr. Keating described the program as a first step toward rebuilding a larger preschool program that the district operated previously, and she thanked union and community partners who helped craft the plan. Rosemary Boland, president of the Scranton Federation of Teachers, read support for the MOU and framed the restoration as a correction to the closure of a long-standing preschool service.
Directors praised administration, the Scranton Federation of Teachers and community partners for reaching an agreement and said the partnership aligns with broader recovery goals. The board approved the MOU by roll call, with the vote recorded as eight affirmative.
Officials emphasized the pilot nature of the classroom and asked administration to continue outreach so families who may need the resource can enroll; several directors noted only one classroom will be available initially and urged continued expansion planning if demand and funding permit.
