County authorizes property acquisition for East County pedestrian improvements (Phase 2) including 59 new ADA ramps

The board on Dec. 9 authorized acquisition of property interests necessary for the East County Pedestrian Improvements Phase 2 project, part of a multi‑year effort to remove barriers to accessibility in county rights of way.
Jessica Berry (deputy director, Transportation Division) said staff have been inventorying accessibility barriers since 2016 and adopted an ADA Transition Plan in 2023. The Phase 2 package includes 59 new ramps and replacement of 40 deficient ramps; design is complete and staff requested authorization to negotiate temporary construction easements and permanent utility easements as needed. The project aims to add ADA‑compliant curb ramps and improve pedestrian connectivity in Fairview, Troutdale, Wood Village and along Halsey and the Sandy Corridor.
Commissioners asked questions about the right‑of‑way process, language and cultural accessibility during property outreach, and mitigation for homeowners who will be contacted about easements. The board adopted the resolution to authorize acquisition.
