Board declares Gresham Library surplus, opens comment period; approves notices for regional transportation funds

The Multnomah County Board of Commissioners adopted Resolution R7 on Oct. 17, 2024, declaring the existing Gresham Library (385 NW Miller Ave.) surplus and establishing a 21-day public comment period to solicit input on the property's future use. County staff said proceeds are planned to support the East County Library capital project (scheduled to open in 2026). Staff will notify the City of Gresham, the school district, neighborhood associations and other stakeholders and return with a recommendation on Nov. 21.
During the same meeting the board approved R6, a notice of intent to apply for Metro regional flexible funds for two transportation projects: a planning and engineering project on 223rd Avenue (estimated at about $1,000,000) and a $25,000,000 request for transit elements tied to the Earthquake Ready Burnside Bridge project (bus-stop reconstruction, detour routes, priority lanes and related work). Staff said the applications will be finalized with Metro and carry support from local cities.
Both actions passed on roll-call votes. Staff said additional public outreach will accompany the Gresham Library comment period and that any sale recommendations will include criteria such as fair market value and community benefits.
