Curry County jail commander warns of staffing and maintenance shortfalls; commissioners approve jail grant application

Lieutenant Jeremy Crone, Curry County jail commander, told the board Dec. 19 that the jail is experiencing severe staffing shortages and maintenance backlogs that create operational risk. He said only one applicant attended a recent corrections test and did not pass, a deputy recently resigned to join the Oregon State Police, and new case law will require substantial remedial training.
"Right now, I have an entire housing unit that doesn't have anybody in it that I would love to get maintenance in there to do things for, but they are spread so thin doing other things," Crone said, describing deferred maintenance that limits use of space and raises liability concerns.
Crone reported the agency was awarded an approximately $331,000 grant intended to support jail programming and staffing needs, but staff had not yet submitted complete contract documentation. The funding is reimbursement‑based and retroactive to earlier in the federal fiscal year; work and expenditures must meet grant compliance and reporting requirements. County finance said it had received some certification letters but needed the detailed contract terms to verify compliance steps.
Commissioners moved to approve the JMOUD grant application and to authorize conditional signature authority to the director of county operations upon finance review so the county could meet grant deadlines; the motion passed 3‑0. Crone said he would follow up immediately with finance staff to supply the missing materials and would attend an exploratory Coos County workshop the next day to discuss possible regional collaboration on jail services.
Next steps: Finance will review and complete grant documents so the county can accept and implement the JMOUD grant; Crone and county operations staff will coordinate recruitment, training and any renovation staging while planning grant‑funded activities.
