Harney County Court approves two budget resolutions and accepts quitclaim deed

Resolution 2024‑34 (Building Fund 213 appropriation): Staff reported Harney County received $50,994.91 in permit fees from Grant County for permits that predated an intergovernmental transition. To fund a newly identified need for an electrical inspector, the court approved reappropriating $39,000 of that revenue to personnel services in Building Fund 213. Commissioners discussed whether the receipt should show as a refund or fees received; the court approved the appropriation and the resolution passed by voice vote.
Resolution 2024‑35 (ARPA interfund transfer/appropriations): The court approved a reorganization of American Rescue Plan Fund 105 appropriations to reflect intended uses. The actions included $500,000 for event center capital outlay, $18,613 for materials and supplies (landfill engineering and door hardware for building security), and a transfer to payroll for home health/hospice payroll obligations. Staff noted obligations or expenditures for ARPA funds must be in place by Dec. 31; the court approved the resolution by voice vote.
