Roads chief reports multiple repairs, runway/airport work and removal of a foreclosed turbine

Dewey Kennedy, lead of the Gilliam County Road Department, gave a detailed update on road maintenance and projects at the Dec. 18 county court meeting.
Kennedy said crews rebuilt 2.5 miles of Ferry Canyon gravel, fixed drainage and culverts and that the stretch is ready to be paved in spring if weather cooperates. Baseline East work was completed with paving and striping; the department planned to install site posts to improve visibility. Ray Lane received a 3‑inch overlay and chip seal after damage from Brookfield’s repower work; Kennedy said the county will seek cost recovery under the road‑use agreement.
Work on Weatherford Road tied to the Avangrid solar project was finished through paving and stripe work, with shouldering delayed by weather. Kennedy described crusher operations at the Hartfield pit for base and shoulder rock and noted a staffing vacancy affecting crusher operations. "We are gonna be short 1 guy right now," he said, noting applicants were under review.
Kennedy also described removing a small (~70‑foot) wind turbine from Arlington property that had been foreclosed and was clouding title on a sale. The road crew removed most components and stored the turbine pending legal guidance on disposition. "That was placed on city of Arlington property...it was foreclosed upon...it was preventing...clearing a title on a property that was selling," Kennedy said.
Next steps: Road staff will pursue cost recovery where applicable, complete pending paving and shoulder work in spring, continue recruitment for staffing, and lead the Cedar Springs Road pre‑proposal and environmental assessment process.
