Yamhill County adopts initial FY2025-26 discretionary allocations and budget instructions

The Yamhill County Board of Commissioners voted on Dec. 12, 2024, to set the initial discretionary allocations and issue budget instructions that will kick off development of the FY2025-26 budget.
County administration recommended a 3% across-the-board increase to departmental discretionary allocations and identified targeted additions for anticipated needs: $150,000 to Sheriff Patrol to cover a new jail medical contract, $70,000 for the assessor (noting software and flyover costs), and an $800,000 transfer to the capital improvement fund to support an anticipated building acquisition and future courthouse and facilities improvements. The administrator projected roughly $29 million in property tax revenue and an estimated general fund ending balance of about $1.4 million under the recommendation.
The administrator also proposed a procedural change requiring departments to include reclassification and personnel requests in their initial budget submissions to the budget committee rather than introducing them as last-minute changes near adoption. Commissioners asked clarifying questions about clerk and assessor revenue sources and how ARPA funds affected prior-year balances.
Chair Lindsay Bershauer moved the motion to set the initial FY2025-26 discretionary allocation and budget instructions; the motion passed on a voice vote with aye responses and the board authorized staff to issue the instructions to department heads on Jan. 7, 2025.
Next steps: department heads will receive the budget instructions, enter budgets in the financial system by Feb. 7, 2025, and the budget committee will meet April 28—6, with a hearing planned for May 29 and adoption targeted for June 12, 2025.
