Board approves multiple contracts, grants and insurance allotment including landfill work and HHS reimbursement

The board approved Amendment No. 3 to Agreement No. 168-20 with the Oregon Department of Environmental Quality (DEQ) — board order 20-246 — extending work at the closed Newberg landfill through Nov. 30, 2025.
Commissioners approved Amendment No. 8 to Agreement No. 026028 with the Oregon Health Authority (board order 24-29) for reimbursement of $36,272 (retroactive to Nov. 1, 2024 through June 30, 2025) to cover additional liability insurance related to aid-and-assist/community restoration services. County staff explained the state requested an invoice and provided an allotment rather than tying the amount to a specific incident; commissioners asked about CIS overlap and calculation method.
The board authorized the sheriff or designee to submit the U.S. Police Canine Association/AKC Reunited Canine Cop 2025 grant application. It also approved a one-year agreement with Public Safety Chaplaincy, Inc. for crisis counseling services for public safety personnel at an annual cost of $12,000; the sheriff identified chaplain Leo Keelan as the local contact.
The board approved a five-year tower lease with SAR Enterprises Inc., dba Communications Northwest, permitting equipment placement at the Mountain Top West radio tower for a first-year rate of $6,000 with 5% annual adjustments. It approved a CIS public-safety grant in the amount of $4,830.11 for FY 2024'25 and authorized purchase of evidence-management software from File on Q with first-year costs not to exceed $23,400 to improve chain-of-custody tracking and DA access.
An ARPA-funded grant of $10,000 to McMinnville Fire District for a dedicated towing vehicle for smoke training and fire education was also approved, subject to minor document language cleanup to consistently reference the Fire District.
All items were approved by voice vote or consent; where commissioners asked questions, staff provided clarifications about calculation and coverage but did not identify any item requiring further board-level review before execution.
