During a work-session discussion on Dec. 12, 2024, Chair Lindsay Bershauer proposed donating the remaining balance of her four-year discretionary fund (she reported $3,150 left) to the Yamhill County Sheriff—s Office Foundation and asked that the board consider adding transparency to discretionary spending reports.
Commissioners discussed whether discretionary allocations roll over and how the procedures ordinance previously contained language limiting and reporting discretionary expenditures. County staff explained the budget process and said appropriation authority exists within the fund so the board could reallocate available balances without a formal supplemental appropriation if there is consensus. Commissioners Kit Johnston and others indicated they would match or contribute their remaining balances. The group agreed to round the combined contribution to $10,000 for the YCSO Foundation by consensus.
Administrators said they could manage the transaction within existing appropriation authority and that further policy discussion on whether discretionary funds should carry over can be scheduled for the incoming board in 2025. The board did not take a formal roll-call vote; staff characterized the action as consensus and noted any changes to carryover policy would require updating the procedures ordinance.
