Yamhill County finance director says Oracle migration 'stable,' flags payroll work ahead

Finance Director Mike Barnhart gave the Yamhill County Board of Commissioners its annual finance update on Dec. 5, saying the county's Oracle Cloud implementation has largely stabilized key functions including the general ledger, cash receipts and accounts payable.
Barnhart said the county integrated US Bank purchasing cards into Oracle so card activity flows electronically into employee reimbursement modules, and that electronic travel authorizations and ACH reimbursements now route through accounts payable instead of payroll, reducing manual entry and perceived fraud risk. He told the board that bank reconciliations and reporting have improved and that departments can run near-real-time budget actual reports.
He said the county went live on electronic time-card entry this year and that staff training is ongoing. Tara Williams, assistant finance manager, led recent training sessions on Oracle reporting and will train departments on accounts-payable research, Barnhart said.
Barnhart acknowledged remaining payroll and human-resources configuration issues tied to multiple union contracts and atypical contract language. "Every professional said it's going to take you two years to dial it in," he said, adding staff expect to resolve most outstanding items within nine months.
On auditing and standards, Barnhart said the county received the Government Finance Officers Association certificate of achievement for the fifth year and is preparing for a new accounting standard on uncompensated absences that will change how leave liabilities are computed for audit purposes.
Board members thanked Barnhart and his staff for the work on Oracle and payroll, praising specific staff members by name for training and reconciliation work. The presentation concluded with no formal action; commissioners moved on to consent and contract items.
