Local business owner asks county to pause Project Homeless Connect over safety and service concerns

HILLSBORO, Ore. — During the board’s second public-comment period on Dec. 17, Trish Raby of Raby Family Dentistry told commissioners she and other local businesses are alarmed by conditions she associates with Project Homeless Connect and urged the county and city partners to pause further action until a risk assessment and stronger rules are in place.
Raby said businesses near the Project Homeless Connect location have experienced increased feces and trash on properties, staff and customers feeling unsafe, and a rise in overdoses. She asserted overdoses in the area "have gone up by 95%" and said crime has increased by "600%," attributing those figures to local law-enforcement conversations. The speaker asked the board to consider capacity constraints of local public-safety resources and urged caution before expanding or hastening implementation.
Board members thanked Raby for her comments; no formal response from county staff was given during the comment period on those specific claims.
