Umatilla County holds first reading to raise formal-bid threshold; second reading set for Jan. 2, 2025

Umatilla County commissioners on Dec. 11 held a public hearing and conducted a first reading of proposed changes to the county public contracting ordinance (ordinance 24-11) to raise the dollar threshold that triggers formal bidding.
Daniel Lign, director of administrative services, told the board inflation since 2005 has made the current $10,000 threshold impractical and that many contractors will not bid on small jobs. "Labor and materials costs have gone up 60 to 70%, 80%, which if you add that to 10,000, that's 16 to 18,000 right there," Lign said. Robert Paul, the county CFO, urged ongoing efforts to obtain quotations for purchases even if the legal bid threshold increases.
After public comment and discussion, the board closed the hearing and set a second reading of ordinance 24-11 for Jan. 2, 2025.
