Umatilla County approves $1.25 million to help fund Pendleton infrastructure for planned housing

Umatilla County commissioners on Dec. 11 approved a $1.25 million commitment to the City of Pendleton for infrastructure improvements tied to a planned housing project.
A City of Pendleton representative told the board the funds would support work on Southwest 15 to serve a new housing development. The request follows a two-year agreement that began in December 2021; county staff said the original framework envisioned a revolving arrangement that would return repaid developer funds to the county.
Commissioners discussed structuring the county’s contribution through the county’s reserve or revolving loan fund so the county could loan the dollars to the city and be repaid by developer receipts. "If you want to move forward with that, that would probably be envisioned the same way," a staff member said during the discussion.
The board moved and the motion carried to approve the extension and the modifications as presented.
