Polk County commissioners approve agenda and minutes, authorize proxies for Dec. 13 ONC Association meeting and plan executive session on litigation

Speaker 1 called the Polk County Board of Commissioners to order on Wednesday, Dec. 4, 2024, saying, “I'm gonna call this meeting to order for Polk County Board of Commissioners for Wednesday, Dec. 4, 2024,” and noted that all commissioners were present.
The board moved quickly through routine business. After announcing that there were no public comments, the body approved the meeting agenda by voice vote. Speaker 2 then moved to approve the Nov. 27 minutes, Speaker 1 seconded, and the minutes were approved unanimously.
The meeting included an add-on item about the ONC Association’s annual meeting. Speaker 1 said the association’s meeting is scheduled for Friday, Dec. 13 at 9 a.m. at the Grand Hotel in Salem and presented proxy forms to ensure Polk County would have all three votes represented if any commissioner cannot attend. Speaker 1 warned that “if you don't go to the meeting and you don't give me that proxy, then the county loses a vote,” and asked staff member Nicole to handle proxy logistics. Speaker 2 said they had not been informed by email and that they were “leaning towards just giving you my proxy.”
Near the end of the publicly recorded portion of the meeting, Speaker 3 announced that the board would meet in executive session “pursuant to ORS 192.660(2)(h) to consult with the counsel and legal rights and duties of a public body with regard to current litigation or litigation likely to be filed.” The board did not discuss details of the litigation in the public record.
The meeting adjourned its open session after the announcements and scheduling items; the board moved to convene the executive session as stated.
