Marion County approves $145,000 agreement to fund Restore Court work crews

Marion County commissioners voted Dec. 18 to approve an intergovernmental agreement with the Oregon Judicial Department worth up to $145,000 to compensate participants in the Restore Court restitution-and-treatment program. Commander Mike Hartford of the Marion County Sheriff's Office outlined the Restore Corps partnership, saying the program lets work-crew participants transfer earned revenue to the state to pay restitution while completing community service.
Hartford told the board the program is a collaborative effort involving the district attorney's office, the sheriff's office, the health department and the Oregon Judicial Department and was developed after changes to state law (House Bill 4002) reclassified certain drug offenses.
Commissioners said the program aims to hold people accountable for low-level property crimes while connecting participants to treatment. A commissioner summarized county interest in the model as giving victims reparations and offering opt-in pathways for people with substance-use disorders. Hartford estimated the initial program capacity at about eight to 10 participants and said about 10 people are already in the program.
A motion to approve the agreement was moved, seconded and approved by voice vote. The agreement is retroactive to Sept. 1, 2024, and runs through Aug. 31, 2025.
