Board approves $450,000 opioid‑grant to Soaring Heights Recovery Homes to acquire sober‑living property

The Marion County Board approved a $450,000 grant using health opioid funding to support acquisition of a property for a new sober-living home operated by Soaring Heights Recovery Homes.
Steve DeHue of Marion County Community Services described the funding pathway (CDBG/home application cycle, legal review confirming eligible use of opioid funding) and said the board discussed the item in a prior work session. Eric Raeser, executive director of Soaring Heights, told the board they had identified an accepted offer on a roughly 2,200-square-foot, five‑bedroom property in Keizer to be operated as a women’s home that will also serve women with children. “The property we've located is in Keizer. It's about 2200 square feet, 5 bedroom...we're gonna make this a woman's house. So we'll open it up for women and children,” Raeser said.
Commissioners asked about neighborhood concerns, pets and program capacity. Raeser said neighbors had been welcoming in follow-up outreach and that minor work would be required to open the house. One commissioner noted a recent county request for a cost analysis to evaluate pet‑friendly accommodations; Raeser said he was exploring budget options.
The board moved and approved the agreement by voice vote. The grant term runs through June 30, 2027, and staff said they will work with the provider on implementation details and reporting under the grant.
