Marion County OKs $749,000 ARPA grant for new Hope Pregnancy Clinic

Marion County commissioners approved a $749,000 beneficiary grant using American Rescue Plan Act funds to help build a pregnancy clinic that county staff said will serve low- and moderate-income women in a HUD-designated census tract.
Deputy county administrative officer Chris Heffley told the board the project’s total cost is $4,383,920 and that the county’s portion would be $749,000. “Total project, they're anticipating to be $4,383,920. Our portion of it that we are agreeing to provide a beneficiary grant agreement for is $749,000,” Heffley said.
Supporters on the board noted prior county funding for the clinic’s capacity expansion and collaborative work with the health department and community partners. A commissioner who described prior county support said the clinic has increased outreach to Hispanic residents and has coordinated with Salem Health to serve women facing substance-use challenges.
The board approved the agreement by voice vote. The grant agreement covers activities through Dec. 31, 2026, and county staff said the clinic’s anticipated occupancy date is in February (year not specified in the motion).
County staff said the clinic will include clinical and counseling offices and will provide medical services intended to improve care for historically disadvantaged individuals and families in Marion County.
The board did not identify additional conditions tied to the agreement during the session; staff said they are available to answer follow-up questions and will return with any necessary details to implement the agreement.
