Legislator seeks fix to filing deadline for Innovation Hub and Rural Projects grants

Senator Terrell McKinney, chair of the Urban Affairs Committee, told the committee he introduced LB286 to correct a drafting error and insert a clear application deadline under two state programs.
"LB286 changes provisions relating to the application deadlines under the Nebraska Innovation Hub Act and the Nebraska Rural Projects Act," McKinney said, adding that "the deadline is changed to December 31, 2025." He described the bill as a simple technical fix to LB1344 (2024), which failed to properly update the deadlines when the earlier bill was drafted.
McKinney said the amendment provides "clear guidance and transparency to applicants" by restoring the intended deadline language. Committee members asked whether the change effectively extends any windows; McKinney said the bill restores a deadline that had been intended but omitted in drafting.
No proponents or opponents appeared in person for LB286, and there was no committee vote during the hearing. The chair indicated follow-up questions could be addressed by staff if needed before further action.
