Nebraska bill corrects drafting error to reinstate innovation hub, rural projects deadline

Senator Terrell McKinney, chair of the Urban Affairs Committee, told the panel that LB286 is a technical fix to restore an application deadline omitted by prior drafting. "LB 286 changes provisions relating to the application deadlines under the Nebraska Innovation Hub Act and the Nebraska Rural Projects Act," McKinney said, adding that the bill inserts a deadline of "December 31, 2025."

McKinney said the change was necessary because a December 31, 2025 deadline "didn't get added in drafting" after earlier legislation, leaving applicants without the clarity legislators intended. The senator described the bill as "a simple change" to provide "clear guidance and transparency to applicants."

Committee members asked whether the change would affect pending proposals; McKinney responded that the intent is to ensure applications are governed by the intended timeline rather than to alter substantive eligibility. No proponents or opponents came forward to testify on LB286 during the hearing.

The committee did not take a vote during the hearing; senators raised only clarifying questions. The bill remains before the Urban Affairs Committee for any follow-up the chair requests.
