Bangor council approves three-year biosolids disposal contract; city cites limited landfill options and modest rate increase

The Bangor City Council approved a three-year contract with New England Waste Services of Maine on Nov. 25 to haul and landfill biosolids produced by the city’s wastewater-treatment plant.
Councilor Dean said the plant produces about 5,500 to 6,500 wet tons of biosolids annually and that 2023 state legislation removed reuse as a disposal option, making landfill the only currently permissible path. Staff reported they evaluated available alternatives and found only one other landfill option that would raise annual disposal costs by roughly $300,000.
New England Waste Services proposed a rate of $142 per wet ton, which staff said represents about a 4.3% increase over the current rate and falls within the approved budget. The finance committee reviewed and recommended the contract.
Councilor Dean moved the order and a second was recorded; the council voted to approve the contract. Staff will finalize the agreement and proceed with the contracted disposal services.
