HB 71 — Committee of Consumer Services sunset amendments: Representative Owens said HB 71 extends the sunset date on an advisory committee to the Office of Consumer Services, described it as a committee bill from interim, and told members it has a $0 fiscal note. The House voted and passed HB 71 with a recorded tally of 73 yes, 0 no; the bill will be transmitted to the Senate.
HB 73 — Administrative Procedures Act amendments: Representative Lizzenby said the bill responds to a judiciary interim review and addresses the lack of a statutory definition of "final administrative action" in Utah by adopting the test created by the courts (citing VoteSolar v. Public Service Commission of Utah, 2023). The House passed HB 73 on a recorded vote of 72 yes, 0 no; the bill will be transmitted to the Senate.
Other procedural items: The speaker called for items on the House third reading calendar and signed the listed committee referrals after adoption of the Rules Committee report. Representative Jefferson Moss moved to adjourn the House until Jan. 29 at 11:00 a.m.; the motion passed and the House adjourned.
