Council approves licenses, appointments and grants; several items referred for review

The Council also approved a petition to amend Diamond Class Chauffeurs LLC’s livery license from one vehicle to three (Item 5); the petitioner said off‑street parking would be available and the petition passed by roll call, 11–0.
Appointments and confirmations: The Council confirmed Matt Lattanzi as executive director of planning and development (Item 10) by roll call (11–0) after Lattanzi described his land-use background and funding sources for the planning office. The Council also appointed multiple sworn weighers for District Gas and police and approved the appointment of Jerry Navarro as executive director of public works (vote recorded 10–1 on Navarro’s appointment as amended).
Grants and appropriations: The Council accepted a $55,200 grant from the Everett Citizens Foundation to the Historical Commission to fund a self-guided historical tour and durable plaques (Item 2). The Council also approved an appropriation of $100,000 from free cash to the human resources employee buyback account to cover employee benefit obligations due to recent retirements (Item 12).
