Taken collectively, items 3, 4, 5 and 9 authorized accepting: a Department of Conservation and Recreation grant of $500,000 to design a multi-use path connecting the Northern Strand community path to Route 16; a Massachusetts Gaming Commission award of approximately $1,748,361 to support Everett Police at the Encore Boston Harbor site; a second MGC grant of approximately $2,348,400 to support transportation upgrades and public-safety measures related to the Encore site; and a $100,000 Commonwealth court-management grant to support the Second Chance Everett program through June 30, 2024. The council approved the package 9–1.
Separately, the council accepted several smaller donations to local programs—$2,500 to the Summer Jobs Program, $50 in memory donations to the Council on Aging, $1,000 to the Everett Youth Commission and $5,000 from Radius Recycling to the Police Department—and voted 10–0 to accept those donations.
Councilors asked procedural questions about restricted-use grants and noted that many gaming‑commission funds are designated for specific mitigation and cannot be repurposed by municipalities.
The accepted grants and donations will be expended for the purposes stated in the orders and administered by relevant city departments.
