Arborist presents tree ordinance; committee asks solicitor review and holds item

Councilor Rogers introduced a proposed tree ordinance to improve Everett's tree canopy and invited Jacob St. Louis, identified as a tree warden from the City of Aurora, to present the proposal.
St. Louis told committee members the ordinance would open opportunities for the city and said the proposal "shouldn't cost anything, no" beyond time spent refining the text for local conditions. He said enforcement provisions in the draft would allow the tree warden to levy fines for noncompliance.
Councilors and staff noted the draft needs a preamble and solicitor review and suggested several amendments. A motion was approved to have the sponsor work with the city solicitor, Mr. Flood (legislative research analyst) and the tree warden on the edits; the committee agreed to hold the ordinance for two weeks and return with a finalized draft.
The committee recorded the decision to keep the item in committee and asked that the solicitor review the fines and any enforcement language before the item returns.
