Council rejects $3M borrowing for Everett Square improvements; Bouvier building eminent-domain discussion referred to administration

The Everett City Council declined to approve a $3 million borrowing to fund improvements to Everett Square after extensive debate about parking, construction disruption and the condition of the nearby Bouvier Building.

Mayor Khalidi Maria presented the square’s design and said a combination of gaming-commission funds, legislative earmarks and other state grants would be used; he argued that failing to proceed could force the city to forfeit awarded mitigation funds and that the project would create a more community-oriented square and space for events.

Opponents on the council raised concerns that the plan did not add parking, could worsen traffic and that some of the project’s value could be achieved with lower-cost, incremental fixes. Councilor Martins and others said the city should prioritize essential projects and be cautious about adding borrowing when other major capital needs are pending.

Separately, Councilor Katie Rogers introduced a resolution to consider acquiring the Bouvier Building by eminent domain for redevelopment toward public uses. Councilors discussed demolition and public uses (including low-income housing or a public park) and asked the administration to explore options. The motion to refer that resolution to the administration passed, with one councilor recorded as opposed.

The Everett Square borrowing failed on a roll call (4 in favor, 6 opposed). The Bouvier resolution will be examined further by the administration, which the council asked to report back with options.
