Committee returns Milan Felsen appointment to full council with unfavorable recommendation

The Everett City Council Committee of Legislative Affairs voted unanimously on Oct. 15 to return the mayor’s nominee for director of elections and registrar, Milan Felsen, to the full City Council with an unfavorable recommendation.
An unnamed councilor who spoke at length told the committee the administration refused to provide redacted resumes for the candidates interviewed for the position. "The administration's taking the position that it will not provide resumes for candidates for this position even in a redacted version," the councilor said, and added the committee had asked for at least heavily redacted resumes to assess relative experience. The speaker said one non-selected candidate "on admission by the human resources director actually had prior election experience," while the appointee did not, according to the speaker.
Because the committee lacked written documentation outlining qualifications or experience, the speaker said they were not prepared to support the appointment and moved to return it to the full council with an unfavorable recommendation. The clerk recorded the committee's recommendation as an unfavorable recommendation to the City Council and later stated the committee vote was 5 to 0 in favor of that recommendation.
The appointment concerns the position of director of elections and registrar for a term ending Jan. 5, 2026. The full Everett City Council will receive the committee’s recommendation and take the next formal vote on the appointment.
