Everett committee backs city-specific tree ordinance after arborist review

The Everett City Council Committee of Legislative Affairs on Oct. 15 voted in favor of recommending a council-sponsored ordinance that would establish city-specific rules for trees in Everett.
Councilor Rogers, the ordinance sponsor, said staff met with the city arborist and tree warden Jacob St. Louis, as well as Dave Palumbo, Colleen, and David Flood, to refine the language. "This opens that opportunity" to create an on-the-record Everett policy, Rogers said, adding that "there are state guidelines that influence a little bit of this" but that Everett previously had no on-the-record city-specific tree rules.
Council Smith asked whether the building department and other parties were in agreement with the draft and its permitting implications; Rogers replied the discussion was "conclusive" and that stakeholders were on the same page.
The committee made and seconded a motion for favorable action and approved the recommendation by voice vote with no opposition recorded in committee. The committee’s favorable recommendation will be transmitted to the full City Council for consideration.
The ordinance sponsor emphasized localizing rules to Everett while acknowledging state guidance influences the proposal. The next formal step is review and a vote by the full City Council.
