Chelsea council refers proposed 911 regionalization to committee after union raises concerns

Chelsea’s City Council voted to send a proposed regionalization of the city’s 911 dispatch operations to a conference committee after public testimony from the local dispatchers’ union that urged the council to pause and examine the plan.

Christine Pollack, speaking for Local 192 of the National Emergency Police Benevolent Association (NEPBA), told the council she and colleagues “were blindsided” by reports that Chelsea’s dispatch services might be consolidated with Revere and Winthrop. Pollack said the change could affect 14–17 dispatchers and warned residents could lose locally tailored service: “The residents will suffer from this because it’s not set up as it is downstairs,” she said, urging the council to refer the matter to committee so union members, staff and councilors can “sit down and have a good discussion.”

The city manager’s communication to the council noted that regionalization has been discussed for some time and that Revere is pursuing facility renovation; councilors agreed the issue required a focused meeting and moved the item to the conference committee.

The council did not adopt a plan or vote to authorize consolidation at the meeting. Instead, members directed staff to convene a dedicated meeting on 911 operations so the proposal, its operational impacts, and staffing implications can be explored with stakeholders.

Next steps: the council left the item in committee for further review and asked that the city manager and relevant department heads appear before the conference committee to provide details on service continuity, staffing impacts and expected resident outcomes.
