Laguna Beach — The Laguna Beach Unified School District Board of Education approved its meeting agenda and voted to move into closed session Thursday, Sept. 12, 2024, to discuss labor negotiations, real‑property negotiations and several existing litigation matters, the board said during its opening business meeting.
At the start of the meeting the presiding speaker called roll. Clerk Osborne responded, “Present.” Member Malcheski responded, “Present.” President Vickers said, “Here.” The presiding speaker noted that Members Perry and Kelly had not yet arrived.
After asking whether there were any changes to the agenda and receiving none, the board recorded verbal approval with members saying “Aye.” The presiding speaker announced the motion carried; the audio/transcript records the phrase “Carries 40 302,” but the transcript does not clearly provide a formal roll‑call tally.
Before recessing, the board queried whether there was public comment on the closed‑session items. The presiding speaker then read the closed‑session items into the record under the applicable provisions of the California Government Code: conference with labor negotiators (Gov.
