Market Basket presents MB Spirits proposal and circulation changes; ZBA asks for follow-up materials

Representatives for LT Development presented a conceptual site plan for Market Basket at 170 Everett Avenue and an attached freestanding MB Spirits liquor store that would require a special permit. The board did not act; the item will return after planning-board and conservation-commission reviews.
Development manager Carmine Thomas described a proposal that includes an approximately 19,978-square-foot MB Spirits building adjacent to Market Basket, reconfigured parking and access to improve bus and rideshare circulation, a new curb cut on Carter Street, 16 taxi/rideshare spaces, and three proposed subsurface detention systems with a sand filter to improve stormwater quality.
Traffic and engineering consultants (VHB) explained the revised bus circulation: buses would be able to stack on-site, enter via a new curb cut and exit to Carter Street; the petitioners said they had been coordinating with the MBTA on routing. Planning staff requested additional materials ahead of the next ZBA hearing, including a detailed landscape plan specifying species and sizes, an exterior lighting plan complying with International Dark Sky guidelines, clarified erosion-control detail placement, and expanded traffic study coverage of surrounding intersections.
Councilor Leo Robinson spoke in support of continuing the MOA-driven master-plan review process. The board directed the petitioner to provide the requested technical materials for the planning board (Oct. 22) and to appear again before the ZBA on Nov. 12.
