The Chelsea Planning Board voted to recommend approval of a special permit to transfer ownership of an existing adult foster daycare at 125–139 Library Street.
Attorney Dina Brown said the property was converted from a printing facility to an adult foster daycare in 2012 under a special permit, and the prior permit contained a transfer restriction that requires a new special permit when ownership changes. "There is no construction being done, no changes to the landscape, no changes to the building, just continuing the business as it has been running for the last 12 years," Brown said. She asked the planning board to forward a recommendation to the Zoning Board of Appeals for issuance of the new permit.
Board members moved to recommend approval with continuation of existing standard conditions; the motion passed by voice vote. The recommendation means the ZBA will consider a new permit that continues the daycare's operations under the prior conditions. The applicant reported no physical alterations and no additional parking or site changes were proposed for this filing.
Next steps: the board's recommendation will go to the Zoning Board of Appeals.
