Chelsea council amends appointment rules to 'request' appointee appearances; approves a recreation‑board appointment

The Chelsea City Council adopted an order amending its rules on appointments to boards and commissions so that appointees are "requested" to appear before the council rather than being "required". The change removed language about extenuating circumstances and eliminated the phrase tying appearance to confirmation.

Councilor Tesher, who initially proposed the rule requiring appearances to increase transparency, said his "intention is for them to come in and show their face" and that televised meetings make it valuable for residents to see appointees. Other councilors raised concerns that mandating appearances could place an undue burden on volunteers, suggesting alternatives such as sharing resumes and enabling offline conversations between councilors and candidates. Tesher said he would amend the order to replace "required" with "requested" and to strike the extenuating‑circumstances clause; the clerk read the amended language and the council adopted the order as amended without objection.

Separately, the council approved a city manager recommendation to appoint Hillary Paul Metcalf of Chelsea to the Community Recreation Advisory Board to fill the unexpired term of Nicholas Valentine (term expires December 19, 2025). The clerk announced the roll‑call result for the appointment approvals as "8 members in favor, 0 opposed, 3 absent."
