Clerk relays ABCC notices on nonconsensual drugging and holiday liquor promotions

At the start of its Nov. 14 meeting, Chelsea licensing clerk Naomi Lebron relayed two notices from the Massachusetts Alcoholic Beverages Control Commission (ABCC).
The first alerted licensees to reports of nonconsensual drugging at bars and other licensed premises and advised establishments to alert employees and patrons, to have a security plan in place, to exercise close supervision of premises and to cooperate with police and ABCC investigators. The clerk said it is the responsibility of licensees to ensure employee and patron safety.
The second notice reminded licensees of prohibited practices during the holiday season. Lebron said the ABCC and commission regulations prohibit offering an open bar to customers for a fixed price or advertising discounted drink prices for a limited time except at private functions; licensees hosting private functions should review relevant commission decisions referenced in the notice.
Lebron directed licensees to the ABCC website for details and said the notices were sent to all licensees. The commission had no questions and moved on to its public hearing.
