The Chelsea Licensing Commission on Dec. 12 provisionally approved a change of DBA from Wings El Corral to Saigon Hut 2 and an alteration of premises to add basement seating at 408 Broadway, subject to corrected application materials and an updated seating plan.
Mark White, speaking for the applicant, said the owner planned to expand dining into a 390-square-foot basement. He proposed reducing an initial request of 30 basement seats to 26 to meet occupancy calculations; the application and plans were updated during the hearing. Commissioners asked whether the basement is sprinkled and how egress and restroom locations would affect layout. Officer Santiago and other members suggested an on-site inspection and recommended camera upgrades if the space is used for dining.
White said the basement had two means of egress and that the space had been a restaurant in earlier decades; commissioners asked the applicant to submit revised plans removing two tables so the basement seating would align with the 26-seat occupancy the planners calculated. Officer Santiago offered to inspect the space and send photos to licensing staff to avoid delaying the applicant.
The commission approved the DBA change and alteration of premises conditionally, pending the revised application and plan adjustments and a confirming inspection by city staff.
