A local vendor, owner of Big Daddy Barbecue, told the board she holds a Fresno County catering permit and a city business license, said food would be cooked in a permitted kitchen rather than on site, and asked why she had been told she could not sell at games because she did not have a food truck. She said she had offered "a 20% cut from our profit" to the ASB and asked for staff to reconsider. Board members and staff agreed to follow up and meet with the vendor to review permitting and health-department inspection records.
On policy, staff recommended a standardized flat-rate schedule for facility use with a waiver process for youth and nonprofit groups. Trustees debated whether the South Gym (girls' gym) should be charged the same flat rate as larger gyms given limited seating; some members supported a lower rate or a formal waiver process. The board referenced Ed. Code guidance for civic center use and direct-cost rules (CCR 14037; Ed. Code 38134) and emphasized insurance and indemnity requirements. The board asked staff to return with a proposed standardized rate schedule and a waiver application and retained the requirement that the $1 ticket surcharge for stadium use remain in place even if a waiver is granted.
Board members also discussed kitchen use: a staff member said kitchens may require district food-service staff to be present because equipment was purchased with federal and state funds, and that volunteers are limited. Security and keys for outside groups were raised as operational concerns; trustees said usage must be controlled by district maintenance and staff and not by issuing unlimited keys to outside organizations.
