The Los Angeles City Council on April 18 approved a $650,000 appropriation to settle San Pedro Hotel et al v. City of Los Angeles and Rudy Zbornich et al and completed a series of routine agenda votes before pausing for a memorial program.
The council first handled required public hearing items: item 1 (a District 15 building-and-safety assessment) was continued one week. Item 2 was amended (motion introduced by Mister Holden and seconded by Councilmember Hernandez) and, with no members of the public present, was approved as amended (vote reported as 10 ayes). The clerk announced the roll and tabulation.
On item 14 the council considered competing majority and minority reports. Councilmember Rita Walters moved to substitute the minority report; the council voted to substitute the minority report for the majority report (9 ayes, 1 no) and then voted to approve the substituted report (9 ayes, 1 no).
The previously announced item 38, a settlement appropriation, was brought up after a brief hold for potential speakers. With no one appearing, the public hearing was closed and the appropriation was approved (10 ayes). The clerk also reported the approval of items 3 through 13 (11 ayes) and the grouped items 15'26 and 29'34 (11 ayes). Item 28 was handled with a recusal noted and approved (vote announced as 10 ayes); item 27 was called special after Miss Walters registered opposition to an exempt position and was approved (10 ayes, 1 no).
Several continued-agenda items were reset: item 16 was held on the desk for follow-up and continued until May 18; item 18 was continued two weeks at the request of a council member. The council then recessed regular business for an extended tribute program.
Votes and formal actions recorded on the floor were taken by roll call and announced by the clerk at the meeting; where a specific member'level roll was recorded the clerk read the tally (for example, the substitution and adoption votes on item 14 were each recorded as 9 ayes, 1 no).
