Baker County approves $1.5 million generator grant for McKinney Elementary to strengthen storm sheltering

Baker County commissioners voted Dec. 17 to accept a $1,500,000 reimbursement grant to install a standby generator and associated infrastructure at McKinney Elementary, county staff said.
Miss Sarah, county staff, and emergency management presenter Mister Blanchard told the board the grant is the second phase of a hardening project that already included window upgrades and would allow the cafeteria and adjacent wings to operate as a temporary shelter that could power medical equipment for special-needs residents in an extreme storm. Blanchard said the project will be procured through an RFP process: one contractor for structural hardening and another for generator equipment and hookup.
The board debated operational details. Commissioners asked who would perform routine maintenance, pay fuel costs and exercise the unit. Blanchard said the grant is reimbursement-based and the county will initially pay costs and seek quarterly reimbursements; fuel support during declared storms can be requested through the Florida Division of Emergency Management. He said the school agreed to assist with fuel and some maintenance, but that county emergency management would need to identify recurring maintenance funding if the district cannot fully cover it.
The board approved the grant and directed staff to begin the RFP and procurement steps. The motion carried by voice vote. Staff said they will return with contractor proposals, engineering scopes and more exact maintenance-cost estimates.
The project is contingent on final engineering, RFP results and continued eligibility for reimbursement under the grant terms; commissioners emphasized the need for a clear maintenance plan before full implementation.
