School board concurs with state facility reviews; transportation repairs to use $578,000 in state funds

The Lincoln County School District #2 Board of Trustees voted to concur with two state facility (Mercer/MRSA) studies presented at its meeting and to move forward with procurement steps for the district transportation maintenance facility.
Shelby Carlson, School Facilities Division administrator with the state construction department, told the board the state identified two district facilities needing review in 2023: Aetna Elementary (capacity) and the transportation facility (condition). Carlson said the district engaged MGT to evaluate both sites and present cost-effective remedies. "In 2023, identified 2 of your facilities with a need," she said, and introduced the consultants' findings.
Consultant Rob Tanner summarized the technical review. For Aetna Elementary he said an incorrect capacity number had triggered the Mercer study; after adjusting capacity to 358 the building is not projected to be overcapacity in the next 10 years and the recommendation was to "do nothing, to make no changes and to monitor." Tanner said the transportation garage, by contrast, showed condition deficiencies requiring two project scopes including HVAC/heating system work and a second package for roof replacement, fire-suppression upgrades, fuel-dispensing pump replacement and lift replacement.
Carlson told trustees that the 2024 legislative session appropriated funds for Lincoln 2's transportation facility and those funds are available in SCB accounts. "There are adequate funds there to take care of that 578,000, plus there may be some additional soft cost," she said, and described next steps: the board's concurrence, state commission consideration (Nov. 21 in the packet), incorporation into the district's long-term facility plan, and then procurement to encumber funds.
The board voted to concur with the Aetna Mercer finding (motion to concur carried) and separately concurred with the transportation facility Mercer study and funding steps (motion carried). The motions were handled as action items 12.01 (Aetna) and 12.02 (transportation).
Board members and presenters said the Aetna finding relieves immediate pressure on that campus but flagged the transportation facility work as a near-term capital project. The presentation packet and staff comments noted the $578,000 figure as the construction estimate; any additional soft costs will be calculated during the budgeting and project-agreement stage before procurement.
Next steps identified by the presenters are state commission consideration, incorporation of the project into the district facility plan, approval of a project agreement, and opening procurement to begin work.
