Residents urge commission to consider data‑center water savings and highlight TIF risks for a proposed Spruce Road development

Two members of the public used the commission's public‑comment period to raise environmental and fiscal concerns tied to proposed local development.

Deborah Durell, who gave her address as 21677 Naughton Road in South Bend, told commissioners that "Microsoft apparently, has initiated installing new designs for their water cooling towers, which, preserve the water that they are having to draw from wells and the aquifer." She urged St. Joseph County to consider those water‑saving designs for data centers and to look at retrofits or conditions for future applicants. Durell also commended recent Portage Manor Woods presentations and provided the commission a hard copy of materials for the record.

Dan Caruso of New Carlisle commented on a proposed mixed‑use development near Spruce and State Road 20 and the possibility of creating a TIF district. He said such an arrangement can "short those entities that rely on the taxes from those improvements to the property," naming police, fire and schools as example taxing units that could see reduced growth in revenue captured inside a TIF. Caruso asked the commission to consider the strain that additional residents and commercial uses might place on local services.

Neither public commenter asked the commission to take a specific vote during the meeting; both statements were entered into the public record and staff acknowledged receipt of Durell's hard copy materials. The commission did not respond with formal policy changes at the meeting, but the remarks were recorded as part of the public comment period.
