Bill Doc Klein of area planning staff presented Bill 128-24 and explained the rezoning is driven by existing industrial development and parking uses adjacent to the parcels, specifically noting that United Forest Products (UFP) owns a large industrial property to the north and west. Staff said two of the parcels have been used as employee parking, creating a zoning noncompliance that the rezoning seeks to resolve. Klein told the committee the area plan commission had recommended approval by an 8–0 vote and that the city’s comprehensive plan describes the area as a transition zone where industrial and commercial infill is appropriate.
Commissioners asked about the remaining single-family homes in the area and whether they were owner‑occupied; staff reported that property‑record checks showed five of the six homes listed owner addresses matching the property addresses. With that clarification, a motion for a favorable recommendation passed by voice vote.
The committee record shows no speakers in favor or in remonstrance during the area plan hearing; the matter will proceed to the council with the committee’s favorable recommendation.
