The Plaque Committee on Dec. 19 granted waivers and primary approval for the IEC‑2 one‑lot major subdivision after a staff presentation and a brief petitioner clarification.
Sean Klein, Area Plan Commission staff, told the committee the proposal is a single lot of approximately 232 acres, with no identified wetlands or environmental hazard areas, and that the parcel will be served by municipal water and sewer. Klein said county agencies recommend primary approval contingent on technical revisions. "Staff recommends that if the waiver is granted, that the subdivision be granted primary approval, subject to some revisions," he said, and listed required changes including adding a five‑foot non‑access easement along rights‑of‑way (except at granted drive openings), a note describing the waiver, clarification of rights‑of‑way, and depiction of new lot boundaries as solid lines.
Klein also said the applicant requested waivers from Section 153.135 H to allow several openings in the five‑foot non‑access easement: a 90‑foot opening on Walnut Road, a 53‑foot opening on Edison, a 43‑foot opening on Larson Boulevard, a 17‑foot opening on Spruce and a 17‑foot opening on Early Road.
Andy Denine, the civil engineer representing the petitioner, told the committee the Early Road opening "is toward the corner of Early and Spruce" and described it as a maintenance access for basins and a path to the water meter.
After the public hearing produced no speakers, a member moved to grant the waivers and another seconded. The committee voted by voice and the motion carried. The committee then moved to grant primary approval of the subdivision subject to the staff‑recommended revisions; that motion also carried by voice vote.
The committee recorded no public opposition during the hearing. The approved conditions require the petitioner to add the five‑foot non‑access easement along rights‑of‑way except where openings were granted, include a note describing the waiver from Section 153.135 H, clarify existing and newly dedicated rights‑of‑way, and show new lot boundaries as solid lines. The committee did not record a roll‑call tally in the transcript.
