The St. Joseph County Redevelopment Commission on Dec. 10 approved several professional‑service contracts and sole‑source equipment purchases to keep the IEC and county water‑treatment projects on schedule.
Finance staff presented a package of items that commissioners voted on, including a project‑management contract with Christopher Burke Engineering for 2025 and Peerless Midwest agreements related to test drilling and construction for additional wells. Commissioners also approved sole‑source procurements for well pumps, frequency drives and related equipment for phases 2 and 3.
Staff said testing showed an additional well (Well 8) was required because of soil and subsurface filter layers; the Peerless Midwest contract for Well 8 covers additional testing and construction. A second Peerless contract covers Wells 6, 7 and 9 to keep phase 2 and phase 3 on track. Staff clarified that Well 6 will sit on county property at the water‑treatment plant; the other wells are planned on county‑owned land to simplify easements and avoid acquisition costs.
On procurement, staff said prior phases used a sole‑source approach through Peerless for pumps and related equipment to ensure compatibility and serviceability. The commission approved a sole‑source equipment quote for phase 2 (quoted in the packet at $176,500) and a separate sole‑source equipment quote for phase 3 (quoted at $562,500).
Each motion was called, seconded and carried by unanimous recorded votes from the commissioners present.
The commission also approved two appraisals for a parcel at 25698 State Road 2 as part of separate additional‑business agenda items (see related story).
