Later the council read Resolution 130-24 honoring Raphael Morton for his decades of service, citing accomplishments including work on the Juvenile Justice Center bonding, groundwater protection ordinance, consolidation of 9‑1‑1, and other initiatives. Morton thanked fellow council members and family members during brief remarks. The council moved to approve the resolution and adopted it by voice vote.
Both resolutions were accompanied by public remarks and at least one spoken tribute from a former judge and other community members. The council’s actions were ceremonial but signaled institutional appreciation as both members transition out of the council.
