St. Joseph County procurement staff presented several award and contract items to the Board of Commissioners on Nov. 19.
Rick Roberts, procurement director, recommended awarding the Courthouse 1 reroof base bid to Slate Tile Roofing & Sheet Metal. The lowest base bid was $1,777,812 and staff recommended accepting Alternate 4 — a $30,000 deduct for an alternate support structure — for an expected contract total of $1,747,812. Roberts said a change order would be sought to permit some preparatory work before slate-tile installation is projected to begin around March 30.
For snow and ice management services, procurement lead Bree (Brie) Roberts said two proposals were received and staff recommended awarding to Prefer Tree Service LLC as the most responsive and responsible bidder. The recommended scope includes additional properties and walkways, and a small cost reduction tied to an arrangement with a police post handling its own parking lot.
The board also approved an engineering-services agreement with DLZ for the Alexander Drive satellite garage design and construction inspection (phase two, which includes a garage building, associated sewer hookups and site work). Staff presented a contract amount of $475,000 and the board recorded approval to proceed.
Abby Wiles, APC director in IT/G, asked the board to renew a contractor relationship with Real Green Lawn Care for code-enforcement mowing and small-scale cleanups; the staff recommended a three‑year renewal after a successful one‑year initial term. Wiles explained that fees are quoted case‑by‑case and any work orders over $2,500 require procurement-director approval.
Where staff recommended specific awards, the board carried the respective motions during the meeting. The procurement presentations emphasize planned follow-up contracts and change orders when necessary.
